FY 2027 - 2031 Housing and Community Development Plan

The City is developing a Housing and Community Development (HCD) Plan to guide investments for the period July 1, 2026 to June 30, 2031. The HCD Plan outlines strategies, goals, and objectives for housing and community development activities funded from the following U.S. Department of Housing and Urban Development (HUD) programs: Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), and Emergency Solutions Grants (ESG). These programs are designed to provide decent housing, a suitable living environment, and economic opportunities principally for low- and moderate-income persons and neighborhoods. The HCD Plan also guides the investment of the Justice Assistance Grant (JAG), Opioid Settlement Funds (OSF), and other funds administered by the Community Development Department.
